DC Office of the Attorney General Harrington Housing Refund Process
The Office of the Attorney General for the District of Columbia (“OAG”), Office of Consumer Protection, has made an agreement with Harrington International Corporation and Harrington Off Campus Solutions, Inc. (“Harrington Housing”). The agreement resolves allegations that Harrington Housing charged late fees to District consumers who did not make timely payments of their rent in excess of the statutory maximum amount of 5% of the full amount of rent due. They also did not provide consumers with the five-day statutory grace period before imposing the late fees, or provide disclosures in their contracts with consumers about late fees. In addition, Harrington Housing unlawfully withheld at least $150 from security deposits as cleaning fees. Under the agreement, Harrington Housing agreed to reimburse District consumers who were charged fees under those circumstances.
To claim your refund, please file a claim by logging in using a Claim Number and PIN which was sent by email to those preliminarily approved. This is a secure website, and you must use the Claim Number and PIN in order to complete the claims process. Please select your preferred payment method and provide your IRS W-9 information, using the instructions on the page. You must claim your refund by August 18, 2025.
Please note, before the OAG authorizes any payments to an eligible claimant, the D.C. Office of the Chief Financial Officer shall determine whether the claimant owes any amount to the District and will deduct the amount owed from the award to the claimant, if any. See D.C. Code § 1-301.86c(d). If you owe a tax or child support debt to the District, your refund claim may be withheld.
We understand that claimants may have concerns about submitting their personal information to obtain a refund. Under D.C. law, OAG is required to obtain claimant W-9 information, including social security numbers, to complete the legally required financial screens. However, we want to return your money to you.
